Governor Newsom issues executive order to accelerate independent oversight of AI
Office of the Governor of California, 2026-09-18. Read, 7 min.
Governor Newsom issued an executive order directing the California Government Operations Agency to accelerate the implementation timelines for SB 813, which establishes a framework for certifying independent verification organizations that assess AI systems for safety and risk, and AB 1405, which creates a state registry for AI auditors and standards for their independence, transparency and integrity. The order also directs the agency, in consultation with the Governor's Office of Emergency Services, to convene national experts who will recommend within two months on measures including an onsite independent verification organization at frontier AI companies, verification of the safety frameworks those companies file under state law, and an updated definition of critical safety incidents.
Why it matters for this role: California is accelerating SB 813 and AB 1405, which set who may verify an AI system and on what terms. Track it alongside the other regimes you map, because an independent verification requirement changes how evidence is produced rather than only how it is reported.
